Fight Corruption With List of Maharashtra’s PSUs, Scam Details & How to Complain

RTI activists are the true face of the campaign for clean governance. Many government bodies are concealing the basic details that citizens need for drafting strong RTI applications. However, by sharing crucial information on the internet, activists are overcoming this constraint. Even mundane lists that we receive from public authorities can be very useful; they can enable hundreds of activists to write good RTI applications.

For example, see this list that Pune activist Sanjay Shirodkar <sanjay.shirodkar@gmail.com> recently received in reply to his RTI queries.

1.       ENGLISH & MARATHI NAMES OF MAHARASHTRA’S CORPORATIONS (called Mahamandals in Marathi), and name of the Mantralaya department responsible for each: http://tinyurl.com/Maharashtra-55-PSU-List

This list has the names of 55 Public Sector Undertakings, including some that few people would have heard of e.g. Lokshahir Annabhau Sathe Development Corporation Ltd and Kolhapur Chitranagari Mahamandal Ltd.

However, it seems seven are not mentioned in this list. The latest report of the Accountant-General (Commercial) Maharashtra mentions 62 working public sector units of the State Government — 58 companies and four statutory corporations. The state also has 23 non-working companies, which have been in the process of liquidation for over a decade. 21 PSUs incurred a loss of Rs 2,101.56 crore during the financial year 2009-10, while 36 incurred profit totalling Rs 741.56 crore, resulting in overall loss of Rs 1,360 crore. Four working PSUs prepared their accounts on a ‘no-profit-no-loss’ basis; and one did not prepare a profit and loss account because it was under construction. Together, these state govt. enterprises employed 1.99 lakh persons in 2009-10.

Sanjay Shirodkar’s list will tell you which department at Mantralaya you should hold responsible under RTI – where the buck stops. After receiving replies, you can file complaints before the Anti-Corruption Committees set up all over the Maharashtra at Taluka, District and Division levels.
